Access needed to create shares

Need to grant access to create shared folders on a Win2K server to a non-administrator. I have created a local group, added the global that the required user is a member of. I haved added this local group to the Local Security Policy “Create Pemanent Shared Objects”. I have restarted the server. When the user goes to server via Management console, right clicks on SHARES, click “new file share” they get access denied. What other access is needed. Anyway to do this and not give the user administrative rights on the server ??? Thanks in advance!
