Accessing shares when not on domain

All of our computers are running XP Pro. They are part of the enterprise domain but are only connected to the domain when users specifically log-on through a VPN client.

When not connected to the domain, we used to be able to access shared files and printers until SP3 for XP.

We can't use simple file sharing as company policy requires the Guest account to be disabled.

So, looking for reasons why Service Pack 3 removed the ability for computers that are removed from the domain to share files and printers when compatible accounts are present on both computers.

Any ideas appreciated.
