Account Access

Hi,
I have Windows XP Home and would like to set it so only certain users can be on the computer or online at a certain time of the day. Does anyone know a way for me to do this? Also is there a way to be able change the Users area in Control Panel, so that it isnt cartoony, more like when XP pro is on a domain?
Any suggestion would be great!
