Account Locked out

I need help on account lockout policies. I have remove the effective policy on account lockout from the domain controller to not defined, but authorised user are sometime lockout from the system. and i need to unlock them.
this is the message that come out" The referenced account is currently lockout and may not be logged unto"
I need help on it. I want to remove permantly account lock from the system. How do i achieve it.

If you set it to Not Defined that means it is using it's default. Make sure the other option for Account Lockout Threshold is set to 0 (Zero) this is the setting that actually turns lock out off.

I thought that the problem has been resolved based on the answer given.

But it is still locking out user.

Still need help
