What tool could I use to allow non-admin's to reset passwords for other user, from 9x and xp workstations?

E.g., teacher on a 9x machine, wants to unlock or reset a password for a student.

On what type of network? Is it a simple peer-to-peer, microsoft server, novell, unix or what?

If it's a simple p2p then you will need to login to the appropriate machine remotely using something like VNC (but the remote machine will need to be up and running for you to do so).

oh... sorry. Yes, it's a win2003 domain. clien machines are 95, 98, 2000, and XP.

A Little more info would be nice, however if you're running AD on Win2K server, you could setup a folder with all students accounts in it and delegate admin rights to that folder to anyone you wish.

The easiest way to do this is to setup a taskpad to ensure that the teacher wont get into something she does not need to be in.

how would I do this for clients, without installing it? also, will that work on 95?
