Active apps not on the toolbar

A Windows 98 SE computer shows no active applications on the toolbar – ever. Multiple apps all run fine concurrently, but the tool bar remains persistently empty of applications. Makes it difficult to switch tasks! I can’t think of any way to make this happen, thus need a clue or two. Thanks!
