active directory permission for addition

Im running win2k server. im trying to make a server on the domain an additional DC. i keep getting the error messgage talked about in MS knowledge base article Q250874. The solution thereunder however, im guessing in NT4. I can modify the active directory properites for the server im trying to dcpromo, however i cannot seem to tfinthe way to "enable computer and users accounts to be trusted for delegation" in the user rights. anyone done this?

To install AD,if upgrading a PDC or BDC,DCPROMO will run automatically.Otherwise,you need to manually invoke DCPROMO.
DCPROMO is a wizard that promotes a Windows 2000 member server to a DC.
Click Run from the Start menu and type DCPROMO
Go to System Volume
Click next and then select Create new domain tree
Select Create a new domain tree and then click next
Select Create a new forest of domain trees and then click next
Enter DNS name
Click next for nest three screens
Select yes to direct DCPROMO to configure your DNS and click Next
Select Yes to weaken permissions if you have (RAS)
Click next to advance and then type to confirm the Administrators password.Click Next to begin promotion
When done with promotion, click finish
Click Restart

i know how to DCpromo - the problem is the permission to become a secondary in active directory - ill rephrase the question
