There are a few utilities available to check user permissions and rights. Go to http://www.microsoft.com/technet/treeview/default.asp?url=/technet/security/tools/MBSAhome.asp
This one i use to check my network. But, there are many more tools directed more toward the user/client end of things.

While the user is logged in you can use GPResult /USER John.Smith /z>c:\admin\temp\johnsmithgpresult.txt would output the Group Policy configurations and general security settings.
