Active Directory to Active Directory

I am currently working on an Active Directory/Exchange 2000 project. The current Active Directory (AD) design needs to be rebuilt to bring it in line with the requirements of the project. The existing AD is servicing approx’ 120 users. I am buildingthe new AD in isolation. How can I successfully migrate all users to the new AD seamlessly, without causing any access problems and major downtime?
