Active Directory,cannot set the password

Helloo all,
I couldn’t create a new user in Active Directory it gives an error ” THE PASSWORD DOES NOT MEET THE PASSWORD POLICY REQUIREMENTS. CHECK THE MINIMUM PASSWORD LENGTH, PASSWORD COMPLEXITY AND PASSWORD HISTORY REQUIREMENTS.” The strange
thing is that the password policy is notdefined anywhere in Domain Controller security policy, Domain security policy and even in Local secuirty policy. I’ll be very grateful if someone can hlep me to solve this.
