I could be wrong, but that sounds like a manufacturer’s update program rather than Windows. There is a checkbox that you can disable automatic updates for Internet Explorer (Advanced tab, Internet Options) but that doesn’t run until the browser is opened. Windows has an update option, but again, it doesn’t run until the browser is opened. Hence, my conclusion it is probably a utility supplied by the laptop manufacturer.

I would contact the manufacturer – it’s probably a CMOS configuration setting or…. by the way, have you looked in the Startup group?

      regards!

Could it me something to do with an application that collects information about the user’s computer before trying to download Internet Explorer?
You could try searching the registry with regedit for Active Setup, then taking action, or even removing the setting.

      Hi!
This sound like a programm trying to connect to the internet during startup.
There are 3(4) different locations for Programms to do that.
      1. the startup folder
      2. Registry (run regedit):
      HK_Current_User/Software/Microsoft/Windows/Current Version/Run
      3. HC_Local_Machine/Software/Microsoft/Windows/Current Version/Run
and 4. (under Current Version/) the Run Once Folder.

have a look there, qhich programms are trying to startup

      hope that helps
      Oliver

New Command Missing in Windows Explorer (Windows 9x and NT)
After you install Internet Explorer with the Windows Desktop Update component you may notice that the New command is missing from the right-click context menu. This tip will help you fix the problem.

To resolve this issue, use Registry Editor to verify that the registry key listed below has the value listed, and if needed, edit the value to match the value listed.

Note: This registry entry only exists if the Windows Desktop Update component is installed. If the Windows Desktop Update component is not installed, add the registry entry and (Default) value.

      Registry Settings:
      Key: [HKEY_CLASSES_ROOT\Directory\Background\shellex\ContextMenuHandlers\New]
      Value Name: (Default)
      Data Type: REG_SZ
      Data: {D969A300-E7FF-11d0-A93B-00A0C90F2719}
