AD remote administration

First off, here's the situation:
Small private high school with about 30 staff and 250 students. Windows 2003 Domain Controller running active directory for logins (all clients run Windows XP pro). There is a dedicated computer teacher who has his own machine, the rest of the systems are shared amoung the 250 students who have roaming profiles.

Now here's what i need:
The computer teacher needs to be able to change passwords, create new logins, and basically be able to controll active directory. However we don't want him directly on the server. I'm looking for a way to have active directory installed on his Windows XP machine and remotely controlling the active directory on the domain controller.
Can anyone help?
