Add an Exchange Server

We are currently running on 1 exchange server. The company has 150 internal users, but over 12,000 external users that have messages forwarded to their personal email address through our box. Our email is very slow, and I was wondering how easy itwould be to add another Exchange 2000 server. Can anyone point me in the right direction?
