add host specific route

I have two networks that are connected by a point to point connection. Point 1 is the main branch and point 2 is the remote branch, point 2 accesses the internet through point 1 and they also access some different servers at point 1, also point 1 and 2 have Cisco 1700 routers. What I want to do is to have some type of list of say IP addresses that would be directed to a different gateway. I have a few users that I want to monitor more closely and as a test I want them to go through a different firewall that has more filtering than the main. So how can I created a list of computers from both branches that would have a different default gateway that the others users even though they all hit the same router. I don’t know if an access list or say a Vlan would be the way to go.
