ADD & REMOVE PROGRAMS

Even though I log on as Administrator I cannot get the “Add & Remove” application to work.
The dialogue box is blank & the close button has “cl&ose” and does not funtion.
I have 8% of partition left and cannot remove programs to free up space and can’t defrag.

Any suggestions appreciated.
