To add a domain controller, you must be a member of the domain admins security group and use DCPROMO.

Are you having an issue forcing the machine into the domain as a member server to a specific OU? If so, use the command:

netdom join <computer name> /domain:<domain name> /userd:<domain user> /passwordd:<domainpassword> /OU:<DN for OU>
