In Windows XP go to Control Panel - Network Connections. The option 'Create New Connection' takes you to the New Connection Wizard. You can then select 'Connect to the Internet' - 'Setup my connection manually' and then enter the details you got your Internet Service Provider.

First plug in the adaptor with your board. Most of Dial up adaptor are having drivers with XP / 2000 if they do not have then install the drivers from the CD given with the adaptor.

Then go to control panel from there you go through the PHONES and MODEMS. Configure your things over there.

Did not mention if these are corporate or home systems. Corporate policy may have modem connections restricted/not allowed, would have to get administrator to allow modem use on this/these PC.

Other possibility is the dial up adaptor is bad/wrong drivers installed/not properly seated, if the PC does not "see" the modem then you can not set up connections using it. Can go to control panel -> modems to find out if windows sees one installed and using diagnostics check for problems.
