I ran into this problem before. You may want to print this out before you get started on it, as well as backing up the file you are going to change.
1)Double click my computer, locate the Winnt folder, and double click on it.

2) Find a folderlabeled inf. If you don't see it, you will have to enable the view in folder options for explorer to view hidden files and folders.

3)Find a file labelef Sysoc.inf and open it with a text editor. Notepad worked fine for me.

4)Look for a heading called "old base components"

5)For each component you want to appear in the Add/Remove Program tool, remove the "HIDE" comment. In your case it would be the "AccessUtil=" line.

You can do the same for wordpad, media, pinball and so forth. But keep in mind that "AccessUtil=" line must not remain hidden for any of these to work. I am going to attach a copy of what mine looks like. DO NOT REMOVE THE EXTRA COMMA. ONLY REMOE THE "HIDE" COMMENT
; old base components
Games=ocgen.dll,OcEntry,games.inf,,7
AccessUtil=ocgen.dll,OcEntry,accessor.inf,,7
CommApps=ocgen.dll,OcEntry,communic.inf,HIDE,7
media_clips=ocgen.dll,OcEntry,mmopt.inf,HIDE,7
MultiM=ocgen.dll,OcEntry,multimed.inf,HIDE,7
AccessOpt=ocgen.dll,OcEntry,optional.inf,HIDE,7
Pinball=ocgen.dll,OcEntry,pinball.inf,HIDE,7
MSWordPad=ocgen.dll,OcEntry,wordpad.inf,HIDE,7
