Adding pages in Apache

you'll need to start out with a file named index.html or index.htm in /var/www/html
with read rights to everyone.
if you are going to add directories, directories directly below /var/www/html should be accessable as long as they are given read andexecute (for the directory). if you are setting special permissions on the directory you need to do that in your /etc/httpd/conf/httpd.conf file

What dhedges said is right. But If you are at the starting point with linux, then you can always log in as root at the console and have full access to every folder on the box. If you're just trying to get write access priveledges to that html folderas another user, then I'd:
1) create a 'web' group
2) change ownership of the html folder to web
3) give web 'group' write priveledges
4) add the user to the web group

I'd also recomend installing & running ssh on the linux box and use winscp2 (search under google - acts like ftp) to transfer web pages, if your creating them on a windows box.

Hope this helps. Good luck.
