Adding text to the default Outlook 97 em

How can I add text to the default Outlook 97 email template WITHOUT using MS Word as my email editor. I would like to have a blank email with text on the bottom pop up when my users create a new message, without the need to go through the steps needed to choose a specific template. I’ve looked for an .oft file that Outlook uses, with no luck. There is a file called “Email.oft” in the templates directory under MSOffice, but is only accessible by going into templates. Again, I do not want to use MS Word as my email editor; it causes too many problems.
Any help would be much appreciated.
