Admin$ isn’t sharing for remote install

I have recently installed Windows 2000 server for the purpose of using it as a backup Norton AV server. In computer management, it is listed as being shared, yet norton can not find Admin$ and IPC$ to remotely install the software. What can I do to correct this problem?? Will the net use command work ???
