admin rights

i have a user with windows 2000 pro, who has standard rights..member of power users..and he cannot defrag and do a couple other things that would be fine with me to give him these rights, but i do not want him to have full admin rights…is there a way i can give him a few extra privileges over power users group without giving him admin rights?
