Admin Rights in XP Professional

I have enabled an end user administrative rights in XP Professional but when she wants to install a software, error says she does not have administrative rights. I have checked in “User Accounts” and administrative rights has been enabled for her account.

Are there other things that I have miss out? Anyone can help?
