administrative rights

I am network administrator of an educational institute. The problem is that when some students try to run some scripts in Visual Basic or try to run Interdev they find error and the appliction close down after that error. But when i give them administrative rights they can run all these apllictions without getting any error but they also some times delete system files. I wanna ask that how can they run Visual Studio with out getting the administrative rights
