administrator restrictions

I’m trying to take a computer off of a domain, but when I try to access to network control panel I get a message that says “administrator retricted access to network control panel” (or something close to that). How do I elimiate the administrator restrictions. A number of different things cannot be accessed due to this type of message. This computer is running windows 98.
