When I turned my new IBM desktop on 4 weeks ago, XP Home created the first user on the machine with Administrator. I'm not sure, but I think it asked me if I wanted that.

I'm assuming your PC didn't come with setup instructions otherwise you would not have asked the question here.

Have you checked User Accounts in Control Panel?

If your PC was bought direct from the shop (ie no one has tampered with it by giving the built-in administrator account a password) restart the machine, and press F8, the advance start up screen will appear select SAFE MODE from the menu This will logon you on with the Built-in ADMINISTRATOR ACCOUNT (this is the only way to access the builtin administrator account) click start, control panel, click user accounts, select your account then under pick a task, select change account, select your account to change, select change account type then select Administrator. OK the change then restart the pc as normal, logon and now you should have administrator priviliges. As for the ISP thing that could be many reasons, can you be more specific!
