Administrator stuck after creat policy

Could anyone please explain how you set up group plocies on Windows XP locally, that only affects one certain user, eg fred, but it does not affect the Administrator? I tried deny read permission for administrator to group policy folder,after that it is not allow me(administrator) to change group policy settings,plz Anyone who answers could u provide notes with screenshots.Many thanks
