Administrator unable to edit registries?

I am the computer administrator, and the only person on this computer with admin privileges, and yet, when I try to open regedit, I am told ‘Registry Editing Has Been Disabled By Your Administrator’. How is this possible?

Running Windows XP Home Edition. This began when I noticed hidden files where there should be none, and a missing folder options folder.
