Administrator unable to edit registries?

I am the computer administrator, and the only person on this computer with admin privileges, and yet, when I try to open regedit, I am told 'Registry Editing Has Been Disabled By Your Administrator'. How is this possible?

Running Windows XP Home Edition. This began when I noticed hidden files where there should be none, and a missing folder options folder.

Download, install, update, and run this program to check for and remove malware. Run it again in Safe Mode.

you were locked out of the folder which houses the registry. However, as an admin, you can give yourself permissions to it.
log out and log in as THE Administrator, not just an account with admin permissions.
