Adobe Forms and Designer!

I created a form in Adobe Designer so users can fill in information in
Adobe! But I have a BIG problem! Some of the forms that are filled in
have to be joined together into one big report (Create File from
Multiple Files). When I try to do this I get a permissions error. I
did not set any permissions when I created or saved the form in Reader
or Designer!

Is there are way I can turn the permissions off? I have went to some of
the files and changed the security and that seemed to work but due to
the size of the final report it is going to take me forever to change
all the form properties!
