After I reinstall windows XP my hard drive is partitioned drive 0,D,E,F. There a way I can recover the original primary C. Thanks.

When you say recover, are you referring to a way to relabel one of the partitions c: ? If so, open computer manager, choose disk management on the left, then right click your primary partition and choose "change drive letter and path". Hope this helps.

Do you have a Zip drive installed? I had a similar problem and after some research found that this can sometimes occur if you have a Zip drive installed in your machine during the XP installation. The XP setup program interpets the ZIP as a boot device and assigns it the drive letter "C" leaving your HDD (s) with an alternate drive letter. XP will not allow you to reassign the drive letter of the boot drive. If this is the case, disconnect your Zip drive and reformat your HDD and reinstall XP.
