Yes, Download a copy of RealPopup which is a freeware util and have it running in the background on a Windows 9x PC.

When you do a net send or when the application does a net send to the Win 9x PC real popup will intercept it and display it.

Another option is to use the inbuilt Winpopup (start -> Run -> "winpop") but this is not as good as realpopup.

Yes, I use "NETHAIL" to send to a particular user or broadcast to entire domain. You can also use "NTOPUP".
Both can be downlaoded from www.download.com.

Yes, there are some freeware software you can download at ww.download.com. But Windows NT has its own program that can help you if you don't need anything too complex.
The command is:
Net send UserName "Message"
if you want to send it to different users you can build groups on NT and send it to the group or * to send it to everyone on the network.

Good luck,

@lberto
