The administrator account cannot be disabled, locked out, or time-restricted. Are you sure that the administrator account hasn't been renamed and you're trying to login to a dummy account? How do you know that ALL accounts are locked?

Hi, it is the case that the administrator account can not be locked out technically. I say this with qualification because it is possible to create system policies in such a way as to deny the administrator certain rights. If you, or someone else, recently applied system policies, check them. Also, make sure you are using the local administrator account and not domain administrator. Hope this helps.
