There are several things that can cause this. First attach your Hard Disk to a working system with a current virus scanner. Scan the entire drive for viruses. If nothing is found, scan the surface for bad sectors. If nothing found, reinstall Windows or IE6sp1 depending on your situation. More than likely one of the first steps will show your problem. If you end up reinstalling Windows, you could run into other issues that may prevent Windows from installing properly so do that after exhausting other checks. Hmmm, just noticed your safe mode message, you may want to start with scandisk, checkdisk, or NDD. Be sure to do the surface scan.

This looks to be a problem with the Explorer.exe unable to load.

When the system loads only with the background, wait for a while for icons and taskbar to load. If that doesn't help, try Ctrl+Alt+Del to check if the Task manager appears, if that comes on, try to click New Task and open C:\winnt\explorer.exe

This should possibly bring up the Taskbar and other icons. If yes, now click Start - Run and type SFC /Scannow and follow the onscreen instructions to fix up.

If any of the abpve doesn't help, then repair Windows using the Windows XP CD. Directions are at,

This should hlep.

Try to run check disk to make sure it's no bad sectors on the hard drive. Check to see if the hard drive boots fine connected to another machine. Run virus scan if you can boot into safe mode. You can boot with the recover disk ERD to retsore windows.
