All password works!!!

I have created a LAN basically to share internet connection (ICS) among multiple users. There is no server except I dedicated one XP computer to do the dialup connection when ever requested. The problem is when booting up a computer running Windows 95,98 or ME, the computer ask to enter the network user and password. Anyusers names and password works. This allow anyone to get on the LAN and also serve the internet.

Is there a way, I can control this?
