‘Allow logon locally’ in a XP System, is greyed out.

In my Domain Environment, when a user is feeding his credentials, get a msg that “The local security settings could not allow you to logon interactively.”

I checked the Local Security Settings and found that ‘Allow Logon Locally’ is greyed out under Administrative tools. Now until I don’t add the group ‘USERS’ in it, the user will not be able to log in. Only the Local & Domain Admin are able to login on the system. Please help…thanks in advance.
