Allow Users to change TCP/IP settings

Does anyone know how to let regular users change their own TCP/IP settings? I do not want to make them admins or power users.

Some users need to be able to change from static IPs to DHCP

We are not running active directory.
Machines are either domain clients or stand alone
Registry edits are probably what I am after, but if there is another way that would be good.

the localmachine security policy will let you do this on 2k and xp systems. I'm not too sure how to avoid doing a manual config to every machine with out AD and GPO's but you might be able to apply the reg.ini files via logonscript if you know what keys you want to impliment.
