Allowing a user access to only one website

Can you tell me how to allow a user on a domain network to have access to only one website on IE? This is a constant abuser of the Internet but we NEED to allow him access to this one website. This would be on an XP workstation.
Can this be done and how?

Within the IE Internet Options, LAN settings

add the setting for a proxy server that does not exist, then add the one permitted site as an exception.

You can then add a Windows group policy to lock-down IE to restrict access to IE proxy settings.

You can add the group policy whether this is a standalone, workgroup, or domain-attached windows PC.
