AMD processor listed speed

I have a curious kind of a question. I bought an AMD K-7 motherboard system last December. The processor was rated at 1.4 Ghz.
I ran a program called Belarc Advisor which shows a listing of hardware and software installed on your system. When I ran this with XP Pro, the processor stated that it was 1.4 Ghz.
I then networked it with another system running the novell 5.0 client on it some time later.
When I ran Belarc again it stated that the processor was running at 1050 Mhz(1.05Ghz).
Since that time I’ve upgraded to a second hard drive and ran different os’s on it. Currently I’m running XP, 2000 and Redhat Linux on both drives.
My question is: Will the processor rated speed change depending on the hardware or network configuration or is it an AMD thing?
I would have even thought that I had the wrong stated processor but it originally ran as a 1.4 Ghz.
Anybody ever see this before or is there something I’m doing that might be causing this?
