Is there a way to buy an apple iphone and use it outside USA (without nusing any USA phone operator)?

Well if you purchase the I Phone outside the USA

That would be a starting point.

Apple has licensed the I Phone to certain providers to lock in the ability to use the I Phone. This is part of Apples Marketing Policy.
