Application of Windows 2003 SP2 causes IISADMPWD to stop working

I use IISADMPWD on my Windows 2003 Webserver to allow users to change their active directory password using the web server. It was been working properly until I installed Service Pack 2. Have other administrators experienced this problem? Uninstalling SP2 allowed this utility to work again. Does anyone know how I can fix the problem after installing SP2 or what in SP2 is causing the failure?
