Applying User GP to remote users who don’t login to domain

We currently are looking for a way to enforce User Group Policy (as opposed to computer) in regards to Remote Agent laptop users. Once a Laptop is imaged we add it to the domain (knowing that it might never be connected to it again) so that we can place the Group Policy on that machine. The Field Agents login locally to their laptop and receive only half of the group policy the “Computer”, but not the “User” Group Policy. To receive both user and computer GP the user must log into the domain.

I need to implement a password lock on the screen saver after 15 min that the user cannot change, but this feature is controlled by the “user” half of the group policy and dose not take hold unless a user logs into the domain.

Is there a way to get GP to apply all group policy to a box that has been added to the domain and is in AD, but not currently logging into the domain?
