Approved sites for IE only work on admin

When configuring IE 5.0 and 5.5 to use approved sites within content advisor along with the MS noaccess.rat, the approved sites only show up for users in the local admin group. If the user is taken out of admin and put into local users, the approved sites do not work. Is there a trick to get the local users locked down without putting them in the admin group?

I would think that the person would need to have these settings reproduced from the default user. I would create a new user and log in as that to let a new user.dat create and see if that gave me the same problem.

I would probobly suggest pushing the setting via the IE Admin Kit locally to each login or manually applying the setting with each person logged in
