ARP table keeps disappearing

I keep adding a static entry at a dos prompt but when the machine reboots the entry is removed?

arp -s nnn.nnn.nnn.nnn 00-00-20-b1-af-47

Has anyone else ever suffered like me and if so how was the problem cured?
