Comprehensive change management is a necessary component in the overall governance strategy. Taken in that context, the power of the Change Manager exists in the prioritization and allocation of budgeted resources derived from a managed portfolio. If ‘changes’ are not justified in the same stream as development (risk) and services funding, they quickly become a back channel for incremental requirements. The Change Manager’s position must also be familiar with techniques such as ‘container projects’ that allow work and resource management to occur in a manner consistent across the organization. After that, the technical part can be addressed as an opportunity for “reduce and reuse” initiatives.
