By default win2k sets up a web server for Active Server Pages (ASP). This is IIS version 5. By default NT 4.0 doesn't. Upgrade your IIS server on the NT 4.0 system to at least version 3. I believe that is the first version of IIS which supports ASP.

You need to enable scripting, this will allow the asp scripts to run. If the asp script writes back to the server you will also need to enable write permissions. If the asp pages call executables (.dll or .exe etc) then you will need to set the web for execute.
