When some users send email to other users and attach a file, the file doesn’t always show up on the other end. Sometimes it does but most of the time it won’t. Yet another user will get that attachment with no problem. What’s going on?

You haven’t said what mail server you’re running, version, service pack or patch, etc…it;s ahrd to help without that information at least.

Exchange Server 5.5 on service pack 3. Outlook 2000 was installed as a standalone without Office at the time.

Does an the paper clip show up in the inbox view and then their is no attachment? If this is the case then some of the outlook clients have the security patch applied to them, which will not allow certain attachments to be opened, and show as no attachment present if you go to File->Save Attachment As.

Do you have a virus scanner running for Exchange? If so the attachments could contain uncleanable viruses and the scanner has deleted the attachment.

Paper clip does not shop up when attachment doesn’t go through. These are internal memos that gte to other users.
