Strange problem with Calendar resource
Exchange 5.5 SP3, Outlook95,98,2000

When are user try to schedule a meeting,
They check the room resource availability, outlook show the room is available, they schedule the room and got a decline due to conflict message, and outlook shedule the room in their calendar. I log onto the resource account and and see that it does have a reservation. In general the outlook client, calendar-attendde availability-is not showing the right time or the right reserve slot from the resource account on the server.This problem occurr on every client. What can I do to fix this problem
The time zone and free/busy settings is correct.
