Alternatively, you asked if the browser could be set to auto-refresh. I think you need a third party program like AutoURLRefresher, find it here: http://www.autourlrefresher.com/
you can set IE to look for a new versions of web page each time you start IE. Goto control panel and click internet options , then click settings in the Temporary File Settings section. Click the radio button that fits your needs.
