I have a client that has 2 windows 98 systems that when boot them up. After about a minute they dial out to there ISP. Then when you hit cancel after about 3 minutes it dials out again. The only way I've been able to stop this is to turn off autoconnect, but it still trys.

Sounds like you might have a program running at start-up which automatically tries to get a connection. Check the "Startup" list in your System Configuration Utility. This is a tool in your System Information in Accessories->System Tools. Unchecksuspect programs or tasks to see if you can find the culprit. Then restart Windows. Good Luck.
I have seen this on machines running Getright or other download managers. if your computers are running any one of those programs then you have to configure those not to automatically dial your net connection. If no such programs are used try to see what programs are in your Startup directory. One of those programs might be trying to access the Internet. Hope this helps.
