Automatically export csv data to xls file

Hi all.
I have created a form in Frontpage 2003 that collects data into a csv file. I can export it into an xls file on a different server easy enough but what I’ve been trying to figure out is if there is a way for this to occur automatically. Is there a way to set up the csv file to periodically export data to an xls file?
